The Acquisition Specialist serves as a key liaison with the contracting office, executing comprehensive pre-award and post-award contracting functions to support organizational procurement objectives. This role encompasses the full acquisition lifecycle from initial planning through contract closeout.

Key Responsibilities:
Pre-Award Functions:
- Develop comprehensive acquisition strategies aligned with organizational requirements and federal acquisition regulations.
- Lead acquisition planning activities, including market research, requirements analysis, and procurement timeline development.
- Collaborate with program offices and technical teams to develop detailed procurement packages and statements of work.
- Prepare, review, and coordinate solicitation documents including RFPs, RFQs, and IFBs
- Conduct proposal evaluations and provide technical input to source selection processes.
- Support contracting officers in pre-award activities and documentation review.
Post-Award Functions:
- Perform contract administration duties including monitoring contractor performance, reviewing deliverables, and ensuring compliance with contract terms.
- Coordinate contract modifications, amendments, and change orders as required.
- Conduct contract negotiations for pricing, terms, and performance adjustments.
- Manage contractor relationships and facilitate resolution of contract disputes or issues.
- Execute contract closeout procedures including final invoicing, deliverable acceptance, and administrative closure.
- Maintain comprehensive contract files and documentation in accordance with regulatory requirements.
Additional Duties:
- Provide acquisition support and guidance to internal stakeholders.
- Advise customers on competitive options based on business strategies, market environments, acquisition goals, and FAR/DFARs and local procurement policy regulations.
- Deep understanding of SBA socio-economic programs including 8(a), WOSB, HUBZone, SDVOSB, Tribal etc.
- Review and provide business advice in the preparation of requirements documents and screening of the Procurement Request.
- Uses expertise in federal procurement and hands-on application of the following systems: GSA E-Buy, GWACs, FPDS-NG, SAM.gov, NASA SEWP.
- Participate in process improvement initiatives to enhance acquisition efficiency.
- Prepare acquisition reports and briefings for leadership.
Qualifications:
- Bachelor’s degree
- 8+ years of federal contracting experience.
- An active TS Clearance required.
FAC-C Level II/III or DAWIA Level II/ III certification (preferred).
